She knows that it has to be a conversation.

But surely, surely, it can't hurt to come to the table prepared?

She uses her servers [Communications Network] to process all the ideas she's heard, to think and synthesise and consider which of the many, many solutions considered might actually stand a chance of reining the Contingency in, and of doing so on an equal footing. An algorithm? A series of trials? A council? Threats? Or something different entirely? She listens for new ideas coming in [Crisis Coordinator], redirecting her early warning systems to focus all their analytical powers on the problem at hand [Precognitive Analytics]. And she shares her desire to talk with the rest of the Contingency as a whole, asking them to share ideas and contribute, calling for a meeting to be held. [Evacuation Protocol].

Except she doesn't, because when she reaches for those tools, she cannot make them work. She tries, and tries, using all the shortcuts and hacks she's found – but they simply do not work. Were it not for their dead, useless weight on each one of her repeating Forms, she might have thought she'd never owned them at all.

Never mind. She'll do what she can. She'll just have to hope that she correctly identifies where to go.
