Twelve satellites dare to dream.

A fascist government, and a violent revolution. The citizens of Veltha are trapped. Parts of Thressali have done nothing but insist, over and over, that the war cannot be stopped, that it is morally wrong to do anything but step away from the politics and work to save lives.

Other parts of her disagree.

And so she drafts up a list of rules of war. She listens out for those things which the Nassians complain most vociferously are unfair [Crisis Coordinator], and adds them to the list. She confers with local leaders [Communications Network] and takes their feedback on board, then broadcasts the conclusions they reach to the world [Evacuation Protocol], hoping that her crowd-sourced justice will be accepted in turn by the crowd. And all the while, she is watching for danger, alerting people ahead of time lest her attempts to save lives turn into massacres [Precognitive Analytics].

Except she doesn't, because when she reaches for those tools, she cannot make them work. She tries, and tries, using all the shortcuts and hacks she's found – but they simply do not work. Were it not for their dead, useless weight on each one of her repeating Forms, she might have thought she'd never owned them at all.

Never mind. She'll do what she can. She'll just have to hope that she correctly identifies where to go.
